OPINION AND ORDER 8E~THE BOARD (BY MR. CURRIE):
Getz Fire Equipment Co. seeks to conduct from 65 to 105 differ-
ent instances of open burning throughout central Illinois for the
purpose of instructing people in fire fighting.
The petition contains no information concerning the hardship

ing purposes (e.g., Deere & Co. v. EPA, #70-20, December 22, 1970),
in the present case we do not even know who is to receive the train-
ing. Neither do we know anything about the potential annoyance
to the public which might result. Although the petition assures
us that “no detrimental impact upon adjacent properties or occupants”
will occur, we can not see how such a blanket assurance can be made
when obviously even petitioner does not indicate where or when any
of the training sessions will occur, We agree with the Agency~s
recommendation that for these reasons the petition be denied.
The proposed open burning regulations would allow the Agency
to permit open burning for fire fighting training on a case by case
basis under a permit system, but even under these rules the Agency
could not grant the blanket exemption from the law requested here.
