Concurring opihion of Mr. Aldrich
I agree with the opinion of the Board (by Mr~ Lawton) and the order
granting the variance.
I
feel that the statement about “hardship inflicted” in beinglimited
to the hard~shipon the petitioner is too narrow in scope. My dis-
senting opinion in Wagnon v. EPA, PCB 71-85 stated:
“The economic hardship has been limited to the petitioner whereas
it is in fact shared by those whose real estate loses value, the
carpenters, masons, plumbers, electricians, heating experts, arch-
itects, and lending agencies who would have been involved in building
the homes and apartments as well as the lumbermen who would have cut
the trees, the steel workers and others who would have fabricated
materials and transportation workers who would have moved the needed
supplies.”
