OPINION
AND
ORDER OF
THE
BOARD (BY MR~ CURRIE):
The State Fair Agency seeks a variance to burn the interior
of a dilapidated building on the fair grounds~ The burning build~
ing is ostensibly to be used for fire fighting training, but the
petition strongly implies that the primary purpose of the fire is
to “remove an eyesore from the fairgrounds”~
Although the variance petition discusses neither the hard~
ship which might be imposed in seeking an alternative training
facility nor the impact of the possible pollution on the public
as required by Board Rules, the recommendation by the Environmental
Protection Agency touches on both matters.
Th~ investigation by the Agency disclosed that three residences
are located within 250 yards of the site and one resident objected
to the variances Further, there is no indication that any attempt
was made to consolidate training with other area fire departments
or to use alternate nearby training facilities which are used by
the City of Springfield.
The building can be removed by non~pollutingmeans and the
firemen can be trained at an alternate site
