Concurring Opinion (by Mr. Currie):

I agree this variance should be denied for reasons given

in

the Board~sopinion. As indicated in my dissent in # 71~77,

Wach~av. EPA (July 12, 1971)~I am not in accord

with the

majority that homes completed or nearing completion qualify for

variances, in the absence of unusual circumstances, I agree

with today~sopinion except for

its

statement that in such cases

the hardship is clearly unreasonable.
