Opinion of the Board (by Mr.
Aldrich):
The Cedar Park Cemetery Association of Cook County petitions
for a variance from the open burning regulations to dispose of
diseased elm
trees.
Petitioner states that removal by scavenger disposal would
cost about $1000, but more importantly would risk spreading the
disease to healthy trees. Petitioner also states that the trees
are sited for burning on the west edge of their property and that
little, if any, contaninants would be carried beyond their
property boundary U buzn~ngis conducted when a westerly wind
prevails. The Agency inspected the site and interviewed seven
residents in the vicinity. None objected to granting the variance
as long as the wind direction would carry the smoke away from
their residences. One objection was received by the Agency by
mail.
The Agency recommends granting the variance under specified
conditions. The Board has granted variances in similar cases in
the past. We hereby grant the variance for Cedar Park Cemetery
to burn its own diseased elm trees under direct supervision of
their employees one time only subject to the following:
1. Burning to be done between noon and 4:00 pm when the wind
is from a westerly direction at 5 to 20 miles per hour and the
sky is not overcast.
2. No fuel of less quality than number two fuel oil shall be
used to promote
combustion.
