    I am
    responding
    to your notification
    of November
    20, 2008
    to file an
    amended petition
    to
    contest the administrative
    citation. Area
    B was cleaned
    up before the
    September 15,
    2008 deadline
    stated in
    your letter dated June
    13,
    2008.
    I would
    also
    like to
    address
    the
    remarks
    on your inspection
    report
    by your
    inspector
    that
    this area
    “appeared to have
    waste
    brought to the site
    from elsewhere”.
    I am just
    a
    farm
    owner. I
    am
    not operating
    a
    dump
    site
    and
    I am unable
    to understand
    how
    the inspector
    made
    this conclusion.
    There
    has
    never been any trash
    brought
    to
    this area other
    than my own
    personal belongings.
    Also,
    it
    was my understanding
    from this
    letter
    that if
    the
    areas in
    question
    were
    cleaned
    up
    that I would not receive
    any
    fine.
    Regarding Area A,
    I could not
    get anyone to clean
    it up any sooner
    than the dates
    that I
    stated in the previous
    letter that I sent
    to you. There
    has
    been
    no trash
    put
    in the areas
    for
    more than
    a year. Other than not
    being able
    to get Area A
    done by your
    September 15,
    2008 date, I have
    done everything
    you have requested.
    I am
    also
    sending
    copies
    of the
    receipts from
    where the trash
    was disposed
    of and pictures
    showing
    before
    and after
    this
    site
    was
    cleaned
    & filled.
