petition
do
not

to
be
necessary,
especially
given
PDC’s
voluntary
commitment
to DeWitt County
concerning
Clinton
Landfill.

addition, I
urge
the
Board
to make
an expedited
decision
on PDC’s K06l delisting
petition.

a new
waste
treatment

furnace dust,
a
listed
hazardous
waste,
and
before
disposal in an

PDC

result offrazewell
County
Board
approval,
it
is
also
my
understanding
that
the
Hopedaic
Township
oard has
expressed
its
support,
of PDC’s
K061
dehi.sting
petition
and filed
a public Comment
at
the
Boards
public
hearing
in Peoria
County
on August
18 demonstrating same.
Finally,
lam aware that’
the IEPA
has
reviewed
the
petition
and
has
informed
the Board
that it has
no øbjection to
the
Board’s
granting
of
it.

Board
for
an
expeditcd
decision
so
that
it
can
continue
to
serve
the
needs
of
its
steel
mill
customers,
a
majorit
o.
which
are
based
in
illinois
and
aiso provided
public
comment
at
the
Board’s
public
hearingon
August
18
in
Peoria
supporting
the
issuance
of
this
K061 detisting
petition.
It
Is
my
undcrstnding
that
if
PDC
does
not
receive
this K061
delisting
authorizati.cm,
it
may
he
forced
to
lay
4fl
most of
its
70
union
employee
work
Corce
in
Peoria,
which
accounts
for
an
approximate
$3,510,000
payroll,
as
this
is
the
largest
waste
stream
that
PDC
currently
processes
at
its
facilityj
in
Peoria
County.
In
addition, PDC’s
steel mill customers
would
have
to
transport
their
K06
Waste
to
rnorc
distant
ouflel.s,
which
would
have
a
multi-million
dollar
cost
impact
on
their
facilities.
Finally,
Tazewell
County
and Hopedale
Township
could
stand
to
collectivel.y
lose
huncIred
of
thousands
of
dhIars
in
new host fees
for
beneficial
programs
like
municipal
recyclin
graTils,
environmental
enforcement
activities and
road
improvement
programs.
Because of
the
approval
that
it
has
sought
and
received
fTom
the
el4c.ted
representatives
in
Taewc1l County
to
accept
delisted
wastes
at
Indian
Creek
Landfill,
the
Support
it
received
from
the
l-lopcdale
Township
Board
to accept
delisted
K061
treatment
residues
at
Indian
Creek
Landfill,
the
business
decision
it
has
made
and
expressed
to
DeV9
i.t
County
concenling
acceptance
of delisted
waste
at
the
Clinton
Landfill,
the
IEPA’s
opinion
that
PDC’s
waste
treatment
technology
for delisting
K061
treatment
residues
is
safe,
and
he
fact
that
the
Uljnoj
steel industry
has
indicated
that it
needs
the
services
of
PDC
to
continu

e
to
be
competitive
and
keep
good
paying
jobs at
its
facilities
in
Illinois,
it
is
my
opinion
that
firther
public
hearings
do
not
appear
necessary.
