:

The original rulemaking in this matter sought to make

Illinois law uniform with Missouri law, which resulted in more

relaxed air emissions regulations

. Although the amendments in

the present matter involve only a one month period of leniency

for certain facilities, I am opposed to relaxing any air

emissions regulations, and on that principle I respectfully

dissent .
