This matter is before the Board on its own motion. Due to
    overlap of
    issues,
the Board believes consolidation of dockets
R91-20 and R91—21 is necessary and in the interest of
administrative economy. Therefore, the Board hereby closes the
R9l-2l docket, and incorporates the material from that docket
into docket R91-20. To reflect this action, the caption to
docket R91-20 has been changed. The new caption is shown in this
order and should be used in all future filings in this matter.
The Board anticipates that the Illinois Environmental
Protection Agency will be filing a proposal in this docket in the
near future. Further information on any future hearings will be
    available at a later time.
