CONCURRING OPINION (by J. Theodore Meyer):
I concur with the proposed opinion and order adopted in this
proceeding. The record is silent, however, on whether the coal
burned at the Coffeen Generating Station is washed prior to
use. Washing coal is a low cost procedure and reduces the sulfur
content. Given the low cost and the effectiveness of washing
coal, I feel that it is a reasonable reguirernent. If the coal
used at the Coffeen Generating Station is not washed, I would
have opposed the proposed rule change.
