I voted Nay in this proceeding because
I believe the
requirement of visual inspection for anti-tampering of the
Pollution Control devices is reasonable.
I
do not believe the
legislative history of this Act indicates that the General
Assembly had
a precise test
to be
performed on the cars.
believe the legislative history indicated flexibility in
designing the test procedures and who was to conduct the test.
