filed
a proposal to amend Board regulations
governing
Public Water Supplies,
35
Ill. Admin. Code,
Subtitle
F.
That proposal would add a new Part
608,
PREVENTION
OF
DRINKING WATER QUALITY DEGR7~DATIONTHROUGH ELIMINATION OF
UNPROTECTED CONNECTIONS.
Although budget shortfalls precluded
scheduling
this matter for hearing earlier,
the Board now
believes
there
is sufficient funding
for limited hearings
in the
remainder
of fiscal 1988.
The hearing officer
is directed to set this matter for
hearing.
Consistent with budgetary constraints and the concepts
articulated
in RES 88—1 (streamlining the regulatory development
process without undermining quality,
integrity,
or public
participation; January
21,
1988),
the hearing officer
is directed
to take reasonable steps,
where practicable,
to develop the
record
in an expeditious and equitable manner.
