prejudice.
It purports to represent
58 individual
laundries
(pp.
17-18 of Petition)
and the problems of determination of
individual hardship on each are not susceptible
to resolution
in such a mass
action.
We agree with the Agency’s Motion to Dismiss filed March
5,
1974
(which we here grant)
that the petition is inadequate.
What
seems
to be desired
is
a change in the regulation and petitioner
is free to file
a suitable proceeding under Section 28 of
the Act
if he chooses to do
so.
The instant case
is dismissed without prejudice.
IT IS SO ORDERED.
