Neumann Knolls seeks relief from the requirement that
it provide 35 gallons of pressure storage capacity per
capita for its public water supply system in East Peoria.

Pre-
sent capacity is 1125 gallons
(R.
3);
it is agreed about
3000 gallons are required to serve the estimated
80 users
in the
24 homes served
(see
R.
2—4 and EPA Recommendation).
Thus the request
is for permission
to continue with only
about one third the pressure storage capacity required by the
rule.
The Technical Release explains
in some detail why 35 gallons
per capita are required,
indicating that this is “obviously
a minimum amount in event of an emergency such as
a power
outage” even without consideration being given to the need
of water
for fire protection
(EPA Ex. 1).
Moreover, several
citizens testified that there
is often insufficient pressure
to supply everyday needs such as water
for taking showers
(R.
10-11).
The desirability
of compliance with the rule is
patent.
The cost of the necessary tank, according to the
petitioner,
is about $3800
(R.
3), which amounts to a little
over $150 per home.
We do not think this an unreasonable
price for
an adequate supply of water
for domestic needs.
The variance is denied.
