This petition appears to seek more time than that allowed by an

Environmental Protection Agency permit for testing asbestos emissions.

The petition does not contain sufficient factual allegations as to the

permit conditions

in question, the emissions from the plant,

or other

issues

to enable us to make an intelligent evaluation.

We call the

petitionerVs attention to our procedural rules, specifying the proper

contents

of a petition.

We shall allow 20 days

for filing of an amended

pleading.
