OPINION AND ORDER OF THE BOARD
    (by Mr. Dumelle)
    On February
22, 1973 a letter petition was received from the
    petitioner requesting
a sewer permit in Gurnee in order
    to build
a house on Magnolia Street in order to generate temporary
    employment.
We assume that the sewage from Gurnee drains
    to the Clavey Road
treatment plant of the North Shore Sanitary District though
    the
    petition is silent on this.
The Clavey Road plant has used up
its quota of sewer connections and no more remain at this
    time.
    The grounds
    as alleged are insufficient
    to
    the Board
    to
    grant
this petition and accordingly it is dismissed as being inadequate.
    ORDER
    The petition is dismissed
    as having inadequate grounds
    for hardship
    sufficient
to consider for granting the variance.
    I, Christan
    L. Moffett, Clerk of the Illinois Pollution Control
Board, hereby certify the above Opinion and Order were adopted on
    the
