the Department of the Army (Army)

filed a

petition for extension of the variance granted in Board order PCB

87—38

(September 17,

1987).

The variance was amended on November

8,

1990 and further amended in PCB 91-113

(May 21,

1992).

This

variance expires September 4,

1992.

In the petition, the Army requests that the Board

incorporate the record and opinion and order, of the prior

proceedings.

The request to incorporate the record is denied as

overly broad.

The Board will incorporate by reference all prior

Board opinions and orders in this matter.

Petitioner may “upon

separate written request” incorporate relevant portions of the

prior record by filing four copies of the material with the

Clerk,

consistent with the procedural rules at 35 Ill.
