This matter comes before the Board upon the mandate of
Section 9,4(d)
of the Illinois Environmental Protection Act and
an attendant regulatory proposal filed
by the Illinois
Environmental Protection Agency (“Agency”) on August
7,
1986,
Merit hearings on the Agency’s proposal were held
in Springfield
on December
8, 1986,
and
in Chicago on December
15,
l986b
No
members of the public attended either hearing,
First notice was proposed on January 22,
1987, and published
at 11
Ill,.
Reg.
3434, February 20,
1987.
No comments were
received by the Board during the first notice comment period.
The details of this proposal were treated
in the Board’s
first notice Opinion and Order,
and accordingly will not be
repeated here.

The Board directs that second notice of the following
