    Agency’s Variance Recommendation was filed
    by the Agency
    the day
    before
    petitioner’s
    response
    to
    the
    Recommendation
    was
    due.
    “Geneva
    believes
    that
    a
    response
    is
    required.
    to
    the statements
    contained
    in the Variance Recommendation as well as to the further
    statements set forth in the Addendum to the Recommendation.”
    The
    Board
    hereby grants petitioner’s
    motion.
    Petitioner’s
    response
    must
    he received at the Board’s offices by
    December
    30,
    1980.
