The parties
to the above—captioned cause shall
file,
on
or before
November 25, 1974,
briefs
concerning the following issues which
are
unclear from
a reading of the Stipulation and Proposal
For Settlement.
1.
The Board cannot clearly ascertain the volume of discharges
or the concentration of contaminants therein.
A flow sheet indicating
the points
of discharge of both process water and cooling water would
also be helpful.
2.
The Stipulation
states
that Federal
has been successful
in
reducing
its
discharge
to
the
Illinois
River
by
over
97.
It
is
unclear,
however, whether that reduction was
in
terms
of volume
of
discharge
or percentage
of contaminants.
3.
Mention
is made of
a ‘concentrated waste stream.’
However,
the volume
and composition
of that stream is not clear; nor are t~e
reasons
for Federal’s position that it may not be technologically
or
economically practical
to reduce the BOD or SS levels
of the waste
stream.
4.
Paragraph
B.5
of
the
Settlement Proposal
allows fifteen montns
for miscellaneous
final adjustments
of the water stream.
The procedures
contemplated are unclear
and we are unable to ascertain
to
what
extent
said procedures
are dependent upon the preceding items
of
Paragraph
B.
