It

may

be

that

the

Agency’s

response

with

respect

to

this

issue

will

make

a

hearing

unnecessary.

However,

to

be

on

the

safe

side

we

hereby

authorize

a

hearing,

which

can

be

called

if

that

later

proves

necessary.
