    permit.
    Highland has agreed to dismiss
    this appeal
    as part of
    a
    consent
    order entered by the Circuit Court
    for the Third Judicial
    Circuit, Madison County,
    Illinois.
    The Illinois Environmental
    Protection Agency has agreed to issue a permit
    to Highland
    effective upon the dismissal of this appeal
    as a part
    of
    the
    consent order.
    The Board hereby grants the motion and this matter
    is
    dismissed.
