the Illinois Environmental Protection

Agency

(Agency) filed Complainant’s Motion to File Instanter,

Affidavit and Certification which requested that the Board

issue

an Order allowing the Agency to file the parties’ certification

of the Board’s January 23, 1986 Opinion and Order in this case

instanter.

The parties were required Eo file the certification

on

or

before March

10, 1986,

but due to circumstances beyond

the

control of the parties,

it was not possible to file the

certification within the designated

time period.

Accordingly,

the Board hereby grants the Agency’s motion and

thereby allows the Agency to file the certification of the

Board’s January

23,

1986 Opinion and Order in PCB 85-23

instanter.
