    ORDER OF THE BOARD
    (by 3. Anderson):
In its Order of February 4,
    1982,
    the Board stated that if
an executed agreement between Chevy Chase and Lake County were
not filed within 60 days, the Board would enter a cease and desist
    Order against Chevy Chase.
An executed agreement has not been
    filed.
A report filed by Chevy Chase on March
    25,
    1982 indicated that
    some delay was attributable
to the lack of a quorum at two meetings
    of
    the County’s Public Service Committee,
    preventing action from
being taken on a draft agreement submitted to the Committee.
    However, on March
    29,
1982 Lake County filed a copy of a letter
    sent by
it to Chevy Chase on March
    26,
    1982,
    along with a draft
agreement which had been reviewed and approved by the Public
    Service Committee.
In light of the circumstances surrounding the delay, the
Board will postpone entry of a cease and desist Order for the
    one last time.
If an executed agreement between Chevy Chase and
Lake County is not filed by Chevy Chase within 30 days of the
    date of this Order,
    the Board will enter
    its final Order directing
Chevy Chase to immediately cease and desist from any further
violations of the Act or the Board’s
    rules.
    IT IS SO ORDERED.
    Board Members 3,
    Dumelle
    and
    I.
    Goodman dissented.
