    The Board
    notes that there has been minimal action
    in this
    matter
    subsequent to the
    third and apparently final hearing held
    on October

    1986.
    The Board also notes that at that hearing
    the parties discussed
    a tentative post—hearing briefing schedule
    which was to be followed absent the grant by Petitioner
    of
    a
    waiver
    of
    the decision date.
    However,
    an open waiver was then
    filed on November
    16,
    1986, and no
    further action has occurred.
    Among
    other matters,
    no briefing schedule has apparently been
    developed by the parties.
    In
    the interests of bringing this matter
    to a conclusion,
    the Board hereby,
    by its own Motion, sets the following briefing
