    The Environmental Protection Agency’s recommendation received
    by the Board on April
    25, 1973 points out that the petitioner
    is
    probably not the actual developer of the nursing home and that
    thus
    the proper party may not be before us in this case
    (see paragraph
    4,
    page
    2 of recommendation.)
    The Board agrees with the Agency and orders the Village of
    Catlin to have joined in this proceeding
    as
    a party
    the developer
    of the nursing home.
    The Hearing Officer
    is instructed to see
    that this joining takes place.
    IT IS SO ORDERED.
