    (Procedural Rules) of the Board’s Rules and Regulations for
    the required content for such petitions and to Title
    9:
    Variances of the Environmental Protection Act for guidance
    in preparing
    a proper petition.
    Among other deficiencies,
    the Board has no authority to grant the relief requested in
    the petition for an indefinite or permanent variance.
