    is inadequate
    in that
    the environmental effect of additional connections
    to the
    Toledo Waste Treatment Plant
    is not given.
    Petitioner shall delineate
    the condition of the receiving
    stream as
    to conditions now present which would not meet the
    water quality standards of the Board.
    Petitioner shall supply the needed information within 45
    days.
    Failure
    to timely file
    the needed information shall make
    the petition liable to dismissal for inadequacy.
    The 90-day
    decision period set by statute shall run from the date of
    filing the additional
    information.
