    a prior variance
    (PCB 73-247)
    is requested but
    no stipulation
    is made
    as to incorporating this prior record
    into this proceeding.
    Furthermore,
    it is not clear whether
    the City of St.
    Charles desires
    that Swift and Company,
    a party
    in PCB 73-247,
    be again a party
    in. the instant proceeding.
    Petitioner is ordered to clarify the petition within
    45 days from date of this order.
    Failure
    to timely file the
    needed information shall make the petition liable to
    dismissal
    for inadequacy.
    The 90-day decision peTiod set by statute
    shall run from the date of filing the additional information.
