    This matter comes before the Board upon
    a May 7,
    1985,
    motion to withdraw this permit appeal without prejudice filed
    on
    behalf of the Signode Supply Corporation.
    The motion to withdraw
    is granted.
    The Board notes, however,
    that the dismissal cannot
    be without prejudice in that upon dismissal Signode Supply could
    not refile within the statutory time period.
    Proceedings
    in this matter are hereby dismissed.
