    alleges
    wrongful denial of various permit applications by the
    Environmental Protection Agency.
    We take such allegations
    as constituting a Permit Appeal and give it case number
    PCB 75-389.
    To avoid duplication, this matter and
    PCB
    75-361
    are consolidated.
    The Clerk of the Board
    is directed to set the consolidated cases for hearing.
