This complaint charges

the emission of odors from the Vi11age~s

sewage lagoon.

We have

not tried the

same case before,

so the

complaint

is not duplicitous;

and if the charge

is proved

there

is

a violation of the

Act,

so it~is

not frivolous.

Although the

complaint does not contain all the information required by this

Eoard~s Procedural Rule

304,

we think

it best

to authorize

a hearing

on the basis

of the present submission,

grant leave to amend

the

complaint

to conform to the

Rule, and

set

a hearing date upon receipt

of

the amended complaint.

It

is

so ordered.
