    ORDER OF THE BOARD

    JR.):
    Citizen’s complaint was filed against Thomas Ruzon, alleging
    illegal dumping and open burning of ship dunnage.
    A cease and
    desist order and penalties were sought.
    On December 5,
    1972,
    the complaint was authorized for hearing.
    Complainant was advised that the burden of proof was upon
    him in the proceeding.
    The matter was scheduled for hearing
    before a hearing officer on January
    23,
    1973, at which hearing
    complainant failed to appear.
    No explanation was offered nor was
    a continuance sought.
    Accordingly, the proceeding will be dismissed
    for want of prosecution.
    IT IS SO ORDERED.
