On
March
8,
1973
the
Environmental
Protection
Agency
filed
with the Board proposed regulations dealing with Rules
404(f)
(ii),
406, and 602(c) (3)
of the Water Pollution Regulations.
These were designated R73-3 and published in Newsletter No. 62
on March 19, 1973.
An allied proposal. for a new Rule
409 was
designated R73-4 and published at
the same time.
Hearings were held on April
18, 1973 in Chicago and April
24, 1973 in Peoria.
On July 19, 1973 the Board entered an
order enacting Rule 409 and Rule 602(c)(3),
The proceeding
was left open for further action on Rule
406
(ammonia nitrogen).
The basic document entered
(Ex.
7)
in this proceeding was
the “Report on Ammonia and Inland Fisheries” dated 1970,
published by the European Inland Fisheries Advisory Commission
(EIFAC)
Working Party on Water Quality Criteria.
Since
that
time
a new document has been issued by the United States
Environmental Protection Agency which bears upon the possible
use of un-ionized ammonia levels as
a water quality standard
in lieu of the present Illinois total ammonia standard.
The new book “Water Quality Criteria 1972” written by
the National Academy of Science and the National Academy of
Engineering was received by the Board in November 1974.
The
U.S. Environmental Protection Agency notes that
a final draft
of the report on water quality criteria required by Section
304(a)
of P.L. 92-500
(the Federal Water P llution Control
Act)
will be completed in February 1975 and published in
June
1975.
It
is highly desirable that the Board take advantage of
the latest scientific findings.
This
cause
is therefore

terminated and a new proceeding will be initiated if the new
reports indicate a basis
for change.
Materials and testimony
developed in this proceeding can be incorporated into
any future cause.
This proceeding is terminated.
