accepted for hearing petitioner’s February 7, 2006 proposal to
amend the Board’s water pollution control regulations. The Board
granted petitioner’s motions to waive requirements to submit 200
signatures and for expedited review. The Board also requested that
petitioner address the “published study or report” requirement of 35
Ill. Adm. Code 102.210(c).
