This matter coming to the Board on the Motion to Add Parties,

on behalf of Complainant, Environmental
Protection Agency, the Board being fully apprised in the Premises,
finds that the Motion is inadequate
in that it fails to state any
facts upon which the allegation
is based that the persons are necess-
ary.
The Board cannot make a decision based on the conclusion of
Complainant as to what the issue is.
Furthermore,
the certificate
of mailing does not indicate that the persons in question were
served with the Motion.
Therefore,
the Motion to Add Parties
is denied without prejud-
ice.
