    On November
    30, 1979 the Illinois Department of
    Transportation
    requested concurrence by the Board in a permit to authorize
    the construction of 370 lineal
    feet of breakwater
    filled with
    crushed stone capped with a concrete deck and the placement
    of 1500 tons of riprap in Lake Michigan.
    The Chairman is
    hereby authorized to sign the permit on behalf of the Board.
