in PCB 74—93 is not stipulated into this proceeding.
In addition
the statement as to the District “diligently pursuing compliance”
is conclusory and needs elaboration and substantiation.
Petitioner
shall amend the petition within 30 days of the date of this Order
to so stipulate and to elaborate on progress attained.
Failure to timely filed the amended petition shall make
the petition liable to dismissal for inadequacy.
