While
I agree with the CPC corrective program for the re-
duction of these discharges,
I feel
a better analysis of CPC’s
impact upon the Illinois River
shoul:, have been performed.
The Board
in 1971 became aware of the low dissolved oxygen
in the La Grange Pool
of the Illinots River.
This
is the section
of the river between the Pekin and ti~eLa Grange
locks and dams.
It
is the section to which CPC discharges.
The Petitioner should have presented
to the Board the present
state of the dissolved oxygen levels
in this particular portion of
the river
together with an analysis of the c~epressionattributable
to its own discharge.
CPC’s flow of 20 MGD at an average BOD5
level of 32 mg/i works out
to 5,338
lbs. of BOD5 per day.
This
is the oxygen demand equivalent of a community of 32,000 discharging
raw, untreatLd sewage.
