DISSENTING OPIN.ION (by Mr. Dumelle):
My reason for dissenting in this case is
 that
 the rotenone
is applied with
 a petroleum base carrier.
 While the order of
the Board requires post-chlorination in lieu
 of pre-chiorination,
no showing
 is made that chlorinated hydrocarbons such as pesticides
may not be
 formed.
On October
 1, 1974 the U.S. Environmental Protection Agency
administrator, Mr.
 Russell B. Train suspended the registration
of aidrin and dieldrin as posing an “inuninent hazard”
 to man
or to the environment.
 Mr. Train
 is quoted
 as stating that
even 1.0 ppm of aldrin-dieldrin produced significant
 tumors
in experimental animals.
 A substance that will induce cancer
in experimental animals at any dose level,
 no matter how
high or
 low, should be treated with great caution, stated
Train.

Carcinogens are serious pollutants
 to introduce into
the environment.
 Where
 a public water supply
 is concerned
and chlorination practiced,
 I would require
 a showing that
no chlorinated hydrocarbons are formed or found.
