    is directed to file within 15 days from

    date hereof,
    a detailed specification with respect to the frequency and
    intensity of
    the pollutants emitted by its operation, what relief
    is sought by
    the variance petition and what regulations the corn-
    pliance with which it seeks to be excused from, pending completion
    of installation as set forth in its petition.
