to consolidate this variance action with a related permit appeal

(PCB 79-209).

The Illinois Environmental Protection

Agency (Agency)

filed a response on March

1982 and Mobil

filed a reply on March

3,

1982.

As the Agency points out, the scope of review of variance

and permit appeal proceedings varies considerably, and consolidation

of such actions may well create confusion

in the record, absent

unusual circumstance.

The motion is, therefore, hereby denied.
