After
review of the above entitled petition, the Board finds
said Petition to be inadequate0
1.
Petitioner~s statement of reasons
as required by Section
28 of the Environmental Protection Act is inadequate, in that it
fails to substantiate in any way the claims alleged~
2.
Petition is inadequate in that this Board has no way of de-
termining whether the persons signing said Petition have any knowl-
edge of or have concurred with the attached letter from the Sierra
Club.
The Petition on its face should contain all pertinent inform~’
ation.

Petition
is
inadequate
in
that
the
Board
cannot
determine
what
type
of
standard
is
requested0
It
is
unclear whether an am-~
blent
air
standard
or
an
emission
standard
js
requested0~
A)
An air quality standard would seem to warrant a part
per million or simila~system of
units
rather than
a
ppm per hour criteria0
Such a standard should also be
specific as to annual mean,
24 hour,
8 hour,
or such
other time frame.
B)
An emission standard would seem to warrant either a
maximum concentration such as ppm or ~ n~ximumloading
(example
pounds/hr)..
The suggestedsystem of pain
per hour seems inconsistent on
its face.
An emission
standard
should
also be addressed
to
individual sources
rather
than
combinations of sources, lest enforcement
become impossible0
The Board also
notes
that
