Preliminary Order:
This is an amended petition submitted
in response
to
our order dismissing earlier petitions for stated deficiencies,

71—218,
71-219, October 26,
1971.
Because the amended petition
alleged that
the earlier difficulties had been overcome we
held the case
in hopes
that
an early Agency recommendation
might permit
its decision without hearing.
The Agency, however,
has raised three serious factual
issues that we think can
only be resolved after hearing:
whether the revised storage
tank is of adequate
size to provide five days’
capacity; whether
there
is adequate provision made
to prevent odors;
and whether
there is adequate safeguard against explosion.
We hereby authorize
a hearing,
to be held as expeditiously
as practicable, directed
to those three issues alone.
