volved for each phase
and the
total cost
to achieve compliance.
The intention
to
file
a request
for regulatory relief does
not constitute
a compliance plan;
and

the
amended petition for variance must con-

a plan for compliance
in the event
the regulatory
relief
is denied.
Unless

this matter
will
be subject
to dismissal.
East Moline states
in paragraph
17
that the site—specific regulatory proposal will
be filed when the
necessary supporting
signatures are obtained.
East
Moline is
free
to file the regulatory proposal with
a motion
to waive the
necessary supporting
signatures.
