agreed to join with Petitioner in requesting this extension.

1, 2003 the Illinois Environmental Protection Agency mailed
Oasis the final CAAPP permit which isthe subject ofthis extension.

photocopy ofenvelope.

That on informationand
belief; Oasis
received it
within
two orthree days
of
mailing
and that having been postmarked December
1, 2003 it could not have been
received by Oasis prior to December 2, 2003,
therefore this
filing
is timely.

The additional time requested by the parties may eliminate the need for a
hearing in this matter or in the alternative allowthe parties to identiI~’
issues and
limit
the
scope ofany hearing that may be necessary to resolve this matter.
WHEREFORE, for the reasons stated above, the parties requestthat the Board in
