    ORDER OF THE
    BOARD

    This matter
    comes
    before
    the
    Board
    on
    a
    joint motion
    for
    reconsideration filed on May 5,
    1992.
    By the instant motion, the
    parties ask that the Board reconsider its decision of April 9, 1992
    directing the hearing officer to set this matter for hearing.
    The
    order
    directed that hearings be completed by July
    15,
    1992,
    in
    order
    to allow the Board
    to meet a
    September
    30,
    1992
    decision
    deadline.
    This petition was filed with the Board on March 27, 1991.
    The
    parties
    provided
    the
    Board
    with
    an
    additional
    waiver
    of
    the
    decision deadline until November
    30,
    1992
    on May
    5,
    1992.
    The
    parties assert that they have been working diligently to resolve
    the legal and technical issues of this matter.
    Specifically, the
    parties have held several meetings and telephone conferences, and
    the
    Illinois Environmental Protection Agency
    has made two plant
    visits.
    The parties also assert that the issues have been further
    complicated by the necessary involvement of many different agencies
    and
    the
    significant
    changes
    in
    applicable
    federal
    and
    state
    regulations.
    Finally, the parties expect that the matter will be
    resolved in June.
    For these reasons, the parties believe that it
    would
    be
    a waste
    of
    public
    and private
    resources
    to
    schedule,
    notice and prepare for hearing in this matter in accordance with
    the April
    9,
    1992 Board order.
    The Board hereby grants the parties’
    motion to reconsider.
    Upon reconsideration,
    the Board vacates the Board’s April
    9,
    1992
    order.
    Additionally, the Board orders the hearing officer to set
    this
    matter
    for
    hearing by
    June
    30,
    1992,
    and
    to
    finish
    all
    hearings
    by
    September
    3,
    1992.
    The
    hearing
    officer
    is
    also
    directed to set a post—hearing briefing schedule
    if required.
