    ORDER OF THE BOARD

    On April 11, 1991, the Board entered a final Opinion and Order
    in this matter,
    allowing 30 days for post adoption comment.
    The
    Board has received comments from the United States Environmental
    Protection Agency (USEPA) and Chemical Waste Management (CWM).
    The
    Board will modify the final rules as set out below.
    USEPA has noted a number of typographical and editorial errors
    in the final Order.
    The Board will make most of these changes.
    CWM
    has renewed its request that the Board adopt the changes
    in the January
    31,
    1991,
    USEPA correction to the
    “third third”
    rules.
    As was set out in the April 11 Opinion,
    p.
    2, although the
    Board
    made
    some
    changes
    specifically
    requested,
    the
    entire
    correction
    is simply too massive to be addressed in this
    Docket,
    which is subject to a statutory deadline.
    The Board will address
    it with the update dealing with January 1
    -
    June 30,
    1991.
    CWN has also identified several specific corrections from the
    January 31 corrections which
    it wants made in this Docket.
    The
    Board has made two of these, affecting the F024 nonwastewater lead
    standard in Section 728.Table A, and the 2-year
    “soil and debris
    variance”
    in Section 728.135(e).
    The Board has not attempted to make the changes to the lab
    pack standards in Appendices D and E.
    There appear to be errors
    in the changes as presented in the
    CWN
    motion, and the Board cannot
    take the time to conduct a detailed comparison of these Appendices
    on its own at this late stage.
    The changes to the rules as adopted on April 11,
    1991, are as
