I am speaking as President of the Bushnell Economic Development Corporation in
support of the proposal of Vaughan and Bushnell Manufacturing Company to be allowed to
operate its forging shop on a 24-hour per day basis
.
For a town of approximately 3,200 people, Bushnell is very fortunate to have the
manufacturing base that we have which currently consists of approximately 550 manufacturing
related jobs. Vaughan and Bushnell is by far our biggest employer with approximately 300
employees and any reduction in their employment would have a major negative impact on the
City of Bushnell, Illinois .
Vaughan is requesting to be allowed to operate its forge shop on a 24-hour per
day
basis. Although the City of Bushnell does not have a zoning ordinance, the area where
Vaughan is located is primarily industrial with the Burlington Northern Railroad to the east of
the forge shop and the smaller Keokuk Junction Railroad located to the south of the forge
shop,
Very few residences are located in this area . The numerous trains on the Burlington Northern
Railroad line, with their constant whistles, create far greater noise and have a fargreater Impact
on the City of Bushnell than Vaughan ever would
.

The primary competition for Vaughan is offshore forging operations, primarily in China .
In order for Vaughan to compete, it needs to increase its manufacturing output
. The Bushnell
Economic Development Corporation believes that the most practical and inexpensive way for
Vaughan to do this is by operating its forge shop on a 24-hour per day basis
. There would be
a far greater community impact on the City of Bushnell if Vaughan outsourced its operations
to China than any additional noise that might be cause by the increased forging operation .
With the global economy that we live in today, we all know that many cities, states and
countries actively recruit employers, with various incentives, to relocate to their geographic area .
Any such relocation by Vaughan, with the consequent reduction in jobs, would have a very
negative ripple effect on the City of Bushnell by impacting our retail area, housing,
as well as
our locally owned City of Bushnell Municipal Gas and Electric Utility
. The negative impact to
our area would not be limited to just the city limits of Bushnell, Illinois
as a number of
employees of Vaughan commute from outside the area to Bushnell
.
The Economic Development Corporation believes that the addition of employment
opportunities to the City of Bushnell by the granting of the proposal before the Illinois Pollution
Control Board will be of great value to the community, will allow Vaughan to grow and
compete in the present day world markets and remain to be a strong presence in the City of
Bushnell.
Not only are the employment opportunities created by Vaughan important to the City
of Bushnell, but I think it is also important to stress that Vaughan has been a great corporate
citizen in the City of Bushnell bystrongly supporting virtually every fund raising activity, whether

it be through the City, the Park District, the School District or some other organization
. The loss
of this potential support would also have another negative impact on the City of Bushnell
.
Consequently, the Bushnell Economic Development Corporation strongly supports the
request of Vaughan and Bushnell Manufacturing Company to be allowed to operate its forge
shop on a 24-hour per day basis

Vaughan and Bushnell Manufacturing Company is a major employer for the City of
Bushnell. They employee over 300 people and are looking to expand to keep up with the
increased demand for their product . The City of Bushnell is in need ofjob opportunities
since over 50% of the Bushnel1-Prairie City Schools students qualify for free and reduced
lunches. The Bushnell City Council and myself are unanimously in favor of the request
of Vaughan and Bushnell increasing its boom to meet demands for its product
.
The City of Bushnell his just been accepted into the enterprise zone in McDonough
County in hopes to have existing businesses expand and attract new businesses . It is our
hope that Vaughan and Bushnell as well as other manufactures will see the enterprise
zone as an opportunity to expand their business and bring more jobs to Bushnell .
We would hate to see Vaughan and Bushnell have
to
move to another location when the
City of Bushnell is in need ofjob opportunities.

The following is a synopsis of the testimony of Michael G
. Steelman in
supportofVaughan & Bushnell Manufacturing Company Amendment to Site-
Specific Rule .
Michael G. Steelman is the Chairman and CEO of Farmers and
Merchants State Bank of Bushnell, Illinois, a community bank located
In Bushnell, Illinois, doing business in Bushnell since its founding in
1913. Michael 6. Steelman is also the Secretary and a Director of the
Bushnell Economic Development Corporation .
Farmers and Merchants State Bank Is located approximately three
blocks from the Vaughan & Bushnell Manufacturing plant
.
A central goal of the Bushnell Economic Development Corporation
Is
the retention and growth of Bushnef's existing businesses, and
particularly manufacturing businesses located in the Bushnell
community.
The Bushnell -Economic Development Corporation has always worked
closely with Vaughan & Bushnell Manufacturing Company, Bushnell's
largest employer, In that the economic well-being of Vaughan &
Bushnell Is crucial
to the
economic well-being of the City of Bushnell
and
all of
its citizens.

The City of Bushnell has a unique mix of commercial and retail
businesses, all within an approximate six block area of downtown
Bushnell,
i.e., manufacturing plants are located in the downtown area
of Bushnell, Illinois, as well as retail businesses .
The City of Bushnell has no applicable zoning laws that separate
commercial, retail and residential areas
of
the city.
The Burlington Northern/Santa Fe Railroad operates two tracks directly
through the heart of the City of Bushnell, and numerous trains pass
directly through the city on a daily basis. Further, TP&W tracks also
run near the downtown area of Bushnell, Illinois, with limited railroad
services.
The Farmers and Merchants State Bank and Bushnell Economic
Development Corporation fully support the proposal for the operation
of three shifts of Vaughan & Bushnell's forge shop on a 24hour day
basis.
The operation
of
the forge shop will be less intrusive than the
innumerable trains that run directly through the heart of the city of
Bushnell on a 24hour a day basis .

My name is Daniel Roberts and I am employed by TEST INC ., operating
the
city
of Bushnells Water and Wastewater Treatment Plants .
I
currently reside at 123 S . Dean St. in the city of Bushnell,
IL . ;
and have lived there for the last 18 years .
I have no objection to Vaughn and Bushnell extending the forge shop
hours to a 3rd shift, I have not noticed any increase in noise
level from the factory

First of all, I'd like to say that not only am I an alderman for this city, I'm also an
employee of Vaughan & Bushnell Mfg. Co. So as you can see, I have a double interest in
the outcome of this hearing. I feel the importance of Vaughan & Bushnell to receive this
variance is the need for the plant to keep up with the demand of the plant for forgings .
Without the extra output, it wilt cause a slowdown throughout the rest of the plant,
causing a lack of shippable goods
.
Saying this, Vaughan & Bushnell has been a great working partner with the City
of Bushnell through the years. I know that without their presence in this city, our
economy would suffer greatly . So as you can see,
it
would benefit the city as well as
Vaughan & Bushnell's future in this matter.

My name is Justin Hood. I live at 197 W Davis Street in Bushnell . I have no
objection to Vaughan & Bushnell adding a third shift in the forge shop . My family and I
usually go to bed between 9 and 10 at night The sounds of the factory don't disturb us at
911.
