    ORDER OF THE BOARD
    (by Mr. Young):
    On May 14,
    1979,
    the Hearing Officer, Donald L. Doward,
    submitted a Report on Proceedings which took place on May 10,
    1979,
    in Edwardsville, Illinois without
    a court reporter to
    transcribe the proceedings
    at the hearing.
    Section 32 of the Act and Procedural Rule 328 clearly
    establish
    thal
    the Board must provide
    a court reporter to
    transcribe the entire hearing and file a complete transcript
    with the record for public inspection.
    Since there is no
    provision for waiver of this requirement, the Board must
    return this case
    to the Hearing Officer to reschedule a
    hearing, to receive the stipulation and proposal for settle-
    ment and to accept public comment,
    if
    any.
    IT IS SO ORDERED.
